It depends on the definition of blackhat. Scrapers are blackhat for example, doorways, cloaking, etc. and there is alot of free information available.

The stuff published on most of those restricted access forums is simply and plain illegal, using a LFI exploit or abusing mod rewites on other peoples sites isn't SEO.

Violating search engine rules / Fooling search engine spiders = Blackhat
Violating laws = Crime
