It CAN be common depending on the tour and how the sponsor counts join page hits.

For example, if the sponsor counts raw join page hits, PLUS has lots of links (blind especially) to the join page, then it could be entirely normal.

There are also cases where the tour is heavily laden with sample movies etc. Where you may get a surfer browsing tons before clicking the one clearly marked Join link. Resulting in really LOW join hits (but perhaps exactly as productive).
