You don't punish a child with obvious issues by putting him in jail (or juvenile detention). He's THIRTEEN years old for fuck sake! Get this kid some serious help and get him help fast, otherwise you are looking at someone who in his adulthood is going to be *much* worse than he is now. It’s not too late for him to become a productive member of society but if he gets thrown away at this young of age it sure the hell will be too late when he gets out.
I agree with making the parents pay restitution, and I’m not against making the kid himself pay for his crimes, just don’t put him in jail or juvie where he will not get the help he so surely needs.
