Just say, "I am cheap and am only willing to pay 'x' for a design job, regardless of how much you, Mr. or Ms./Mrs. Designer know the job is truly worth. But hopefully I can fool you." or "I am looking for a design whore who works dirt cheap cuz that's all I am willing to pay."

You don't need a designer, you need someone who is less lazy than you to make you a few galleries. Even non-designers make galleries all day to suit their needs...especially "VERY simple designs" that are "not much work at all."
