I'm not really familiar with any of the particular softwares but I have a subscription based one from my hosting package I haven't used yet, but should be using it soon.. As far as design goes, pretty much any designer would be able to design a good template for your newsletter text. I'm not too familiar with many of the email providers out there, but it seems to me that designing 600 pixels wide would be a fair match for most of them.
