Why make them for affiliates only? I say make them for anybody and slap a watermark on them. Takes you a minute or two to do, and you get some type-in or no ref code traffic from it.
If people are really insistent on only doing them for affiliates, then they can simply exploit a loophole in the rules. You only have to do 20 of them. So just pick 20 of them for people who you know are affiliates, or at least people who request signs with a URL on them so you know they'll be used on a site.
Though I have requested them in the past to put a smile on friends' faces, why anyone does requests like "Joe Blow owns me" or "John Doe abused my ass" is beyond me.
