Yo guys, you should see how many Indian programmers and webdesigners they have, huge corpurations are setting up offices there cause IT is really big there and since theres so many of them they earn jack shit. You can pay them 1/10 the amount of money.

www.elance.com post your project under the programming sections and you should have some of those indian companies respond. Can get some good cheap prices on stuff there. Who knows how good it is though.
And $80 an hour......fffaaaarrrrkkkktttthhhaaatt. But yeah you usually get what you pay for.
