They're not talking about selling or distributing it... just that if the person is the age of consent and act itself is legal, then why should photographing it for personal use be?

Still kind of scary, girls that age aren't very bright and make stupid decisions that could come back to haunt them...
The problem isn't the 19 year old guy and his 17 year old wife, but if you allow any kind of pictures/taping for private use, it opens a door I'd like to see closed in general...it invites abuse.
