The PR search feature is well within Google's rules - it is not a web-based PR search, but is a command line perl script and so doesn't require an API key.
It has been written by programmers at UC Berkely and has been designed to hit Google with PR queries. It fail if you try to run it from a web browser.

I have hit the 290k+ dbase 1 at a time for PR and every one wen tthrough without bloacklisting (as well as Alexa) - this functionality is now being incorporated into the search function and will report PR and Alexa on all search results.
