Dont know if you tried this website but they seem to have an answer to every question you can think of,

I would think if you encode it in 16:9 it would burn the same way. Use tmpge. And Ulead DVD Movie Factory burns it just fine. I encoded some movies in letterbox format and burned them using Movie factory and they came out as letter box
