Oh, so the problem is that parents or both too LAZY and too STUPID?
If thats the case - then i suppose those parents would just sign the slip so they wouldn't be bothered. But this policy PUNISHES the good parents in an effort to do what bad parents fail to do. Since when is that a good thing?
