People (regardless of color) should not have kids if they can't afford them. What kind of legacy is poverty. If you were to adopt a child, you are put threw soo much paper work and really have to prove your able to afford to raise a kid. But anyone can get knocked up. I think NorPlant (implanted birth control) should be made available for ANY girl willing to take it.(it last for 5 yrs) Let them get threw their teen years without being a kid with a kid.
