sometimes the CP sites are not taken down because FBI is investigating them.
while i agree that having sites be shut down immediately would be great to push them into other areas, as you have said they just pop up again, so as long as law enforcement is made aware, then they make the call as to what they do about taking the site down or letting it stay up to track further.
just because the site is still up doesn't mean ASACP has failed in it duties, to the contrary, it gets documented in the database and the appropriate law enforcement / private sector contacts are notified.
