The first thing all police do is tell the dispatcher the location and reason for ANY stop incase something happens, if this guy was a veteran, he would've done so, but he obviously was up to something else.
Then the whole unzipping... If I was the DA I would try to go for a lesser charge on the crime since he got "off" on this one...
