Exclusive sets for galleries is stupid. It is a HUGE waste of money, in most cases. If you are running the pay site and want to give your webmasters exclusive content then that is a different story but for an affiliate to pay for exclusive is just dumb.
A better option is to find a reputable content provider who can offer you images that are fairly unsaturated. There are content providers who specifically target TGP submitters for clients. The ones that do this are often seen everywhere and might as well be the same as using free stuff.
Do a little homework. Surf the TGP's a little and compare the content to what content providers offer on their sites. If you see the same stuff a lot then find a different content provider. There are a lot of providers out there these days. Be careful who you deal with.

Speaking as a content provider, one strategy might be to use brand new (seldom seen) nonexclusive content to submit to TGP's and then buy some exclusive material from the same provider of the same model(s). But don't buy exclusive material and submit it to galleries. You're just throwing away the value of the exclusivity if you do that.
However, one point introducing some realism regarding exclusive content. Eventually, it will leak off your site, be swapped around in chat rooms, pirated, etc., so the value of exclusivity diminishes over time.
