Because custom usually takes time... and time is money.
From time to time I just need a couple of designs very fast (in the next 2 or 3 hours). These don't need to be something very fancy... I would say they must be "decent" so they don't scare the surfer straight away.
When you go to a site with 200 templates and you put 5 of them in the cart and start downloading after payment it has saved you lots of time. Compared to custom work you have to spend a couple of hours explaining to the guy what do you want, then you have to wait a couple of days for him to finish, so on average it's 3 days time. After he shows you the design you realize that he has choosen the most ugly girl you have in the members area to put it as main girl on the tour (lots of designers do that, at least the girl is "ugly" by the EU/USA standards). So you ask him to change the girl and it's 2 days more.
With a template design you have these 3 - 5 days to get the ccbill approval for the site and start organizing your traffic hubs to point to the site in question. After that you can put some custom design or continue with the template depending on how good is it. the main point is that the site is already up and running really fast.
Having NATS and CARMA or any other CMS you can build a new site up and running in a couple of hours if it was not because of the lack of tours templating services... there is none of them working at the moment.
1 ) Buy some content blowout deal for $1 - 2k (5 minutes)
2 ) Transfer content from server to server (10 -20 minutes)
3 ) Put all the content into CARMA (2 - 6 hours, if it's videos it's a bit faster)
4 ) Setup the site in NATS (10 minutes)
5 ) Slap the tour template and start selling (10 minutes)
Total time to launch a new small site --> 3 - 7 hours... except that the tour template fails... so it becomes a minimum of 3 - 5 days.
In most of these cases a person with this workflow builds the site depending on the content blowout of the day and this renders impossible the preordering of a custom design a week before.
If you know about any template selling service that is working I'll be happy to buy from them
