I don't believe actual ownership is the issue, so much as CONTROL of the content ON your site. (That I can actually understand. I don't LIKE it, but begrudingly understand the reasoning.) Based solely on that, it's not hard to tell hosted content feeds (which you technically have no control of). If something you're clearly not hosting appears on your tour, I'd say you're sol on getting approved. How ccbill works in regards to assuring you DO have control of other sites on your tour, I have no idea.
Note-This is all information gathered from a 5 minute conversation with Mark. He would be the authority, not me. I'm just offering my opinion.
