It refers to the United States as a whole. Are you stupid enough to argue that the citizens are not a part of that whole? I didn't think so. If you are, please explain why every social program ever produced by Congress hasn't been ruled unconstitutional?
Wait.. let me guess.. its because your personal interpretation of the Constitution is correct, and the Supreme Court, all the Federal Courts, the Legislature and the Executive branch have had it all wrong for the last 200 years. Which, of course, is another common right wing delusion ;-)
