I agree with that definition, but none of the programs you mentioned above advocate anything lilke complete government control over the distribution of goods, or collective ownership for that matter.
By your own definition they aren't socialist, and no amount of magical right wing "reasoning", labeling, whining, calling names, or regurgitating Rush Limbaugh monologues will make them so.
