From a technical perspective DirectAdmin is "best" in HOW it does things.
It's much more gracefully integrated into the server whereas the other panels
tend to be clunky hacks. I also like it as a user and the couple of people hosted
on my server seem to like it. It and Webmin are the only two I'd ever use on
my servers. Without DirectAdmin or Webmin I'd rather do everything manually
rather than use Plesk or cPanel, but I'm a geek.

Between cPanel and Plesk, I'd go with cPanel. Plesk is too clunky and intrusive.

Webmin doesn't have as smooth of a user interface as the others, but is great
for geeks with dedicated servers. It's free, extremely flexible with many free add-on
modules for different purposes, and is open source so you can add to it or change it.
There were some things I didn't like so I changed them and sent my changes back
to the maintainer to be included in future versions. If you're not very geeky you'll
want to do everything through the "Virtualmin" module, which gives a more cPanel
like interface than the other Webmin modules.
