Plenty countries - you just have to comply with their laws - and they all vary.
"Best country" means little... every country has something to offer and that's as varied as the porn laws. In the EU.. possibly Czech Republic... also possibly a few South American and Central American countries - depending if you want to work in a nice warm climate
