They're not confused, they're just power tripping assholes. I hate those motherfuckers with a passion. "it's not a law but we're enforcing it"? WTF kind of shit is that? Those assholes think they are the law. I have had to deal with the whims of those assholes more times than I can count. I have been drug into interrogation rooms and received pat down searches that were just short of a beating. You don't have to be smart to work for customs, just suspicious.
