If the US wants to buy less oil that will not make one ounce of difference to Chavez or OPEC. Venezuelan oil is already oversold in the east for years to come and world demand already outstrips supply. Chavez already has supply contracts with eg China etc which he has no hope in hell of filling.
Is there tinges of "hate" in your post?? *lol* Predictable. But sure, like all of the human species when they get power, there is an inclination in some to abuse. Chavez "could" be another instance of this in the future and like all assholes on a powertrip need watching.

I would not take Chavez so easy, he´s a Castro-type dictator, and he´s very aggresive in building a kind of alliance based on communist and socialist ideology and huge natural resources both in Latin America and worldwide. When one thinks that Rusia is iron hand leaded by Putin, Iran is a muslim dictatorship, Venezuela is a dictatorship now, with Nigeria and Irak in trouble...a good chunk of the global oil and gas reserve is in dangerous hands. And energy resources can become a powerful weapon.
