We had GSM phones and there was no service at the time (at least in Florida) - and ended up buying new phones usable within the US.
Sure, can see there is going to be conflicts/competition in covering all states and each trying to cut the throat of the other.
You are prob aware stuff like SMS has been active in Europe for a good few years - and a fairly profitable extension to "phone sex" operations.
