He wants your original photoshop psd image files you used to design the site...
I am assuming he wants them unflattened in the event he wants to modify navigational buttons, logos, etc.. and would need to know things like the fonts used, etc..
in other words, if he wanted to change things around like background colors (your existing logo would not work without the original logo file) or add new navigational options, he wants to make sure his future modifications match your current design...
