I see why family would come first, I have one myself, but I don't think that family would come above freedom for me. If I or they don't have freedom then how can I say that my family is important, cos their freedom is important to me too.
Without freedom you have oppression, and how can anyone's family thrive under oppression? Yes there are those who 'beat the odds' when oppressed but I wouldn't wish that upon my family if I had the choice.
The question is not explained and so therefore it's hard to give an answer without knowing the context behind it.
