You will never see 2257 info or IDs on two kinds of content, Asian "hotel" amateur content and Urabon. Urabon is illegal in Japan, the guy with the missing pinky is not checking to make sure the model he hired for his illegal porn shoot has two forms of ID. I have NEVER seen any 2257 documentation on ANY Urabon- and the girls look underage more often then not. Plenty of American content dealers sell the stuff but the Custodian of Records is always overseas and will never show proof of age- yet Urabon is still a staple for all the large Asian sites because it's cheap hardcore filler for a members section. No one gives a rats ass if it's underage so long as the signups keep coming and everyone keeps quiet about it.
Going after after the occasional underage site with blue eyed blond haired girls is good press for the adult industry and helps keep the money flowing, bringing to light that an entire niche is saturated with unlicensed and underage content is bad for the bottom line so will never get the same kind of attention.
