Well, the original question (and board topic) was mostly about how a man reacts to the situation, but you have a point. If the girl can't because it's physically difficult, but still really wants to do it, it's certainly an issue. But there are some things people mentioned here, like masturbation and oral that apply to women as much as to men. It may not be penetration, but it's still intimate.
