Congress should be barred from merging one bill into another, they should be made to vote on every single act that is proposed. I can hear it already "but then they wont be able to get anything passed, it will take forver!" and thats exactly the fucking point. If you have ever seen how many goddamned things get tacked onto the omnibus appropriations bill that would have never passed on their own, you'd be shocked.
