Of course other people other than "whites" can be racist. The people of India have their "caste" system, the mexican government issues postage stamps of black people characterized to look like monkeys, etc and so on.
It's one thing to talk about a color blind society, and totally another trying to uproot old cultural superstitions and irrational beliefs that keep racism in place.
And when it comes down to it, there really is no such thing as a "race" the differences in humans are regional.
The problem lies in "collective" and "tribal" thinking that probably served well 100s of thousands of years ago for survival of our ancestors. Those in a "group" had a better chance for survival than the individual alone.
If everyone saw everyone else as an individual as opposed to a member of a certain "collective" "tribe" "race" we'd have 99% of the racist problem licked right there. Humans naturally want to categorize everything though. Perhaps through more enlightenment and and cultural change to a more individualistic society as opposed to "tribal" and "team think" we can solve the racist problems.
