I definately wouldn't think it'd be the guy's fault for snooping on the woman. He's looking through her private stuff, not getting a cock stuffed in him.
I think that if a man has any doubts as to what his woman is up to, I think it's 100% ok to dig around. If you're in a relationship, then a woman should have no problem with her man digging around. I know I wouldn't have any problem with my wife going through my stuff if she ever felt any doubts about me. I have nothing to hide, so have at it.
