There is a BIG difference in putting something in the water to make it drinkable and putting something in the water to make your teeth healthier. Fluoride is a topical treatment, it has absolutely no benefits when ingested.

Incorrect. PUR water filters remove between 80 and 90% of the fluoride, depending on model. They do leave some fluoride behind, however. Note that they say they leave "beneficial fluoride" behind. It's a misleading marketing gimmick they've been using ever since the big stink about the link between poor dental health and bottled water (aka filtered).
If you read a PUR filter insert it lists what it removes, which is what led me back to drinking unfiltered tap water a few years ago.
Anyhow, yes, fluoride is a topical solution. Just so happens that water goes right past your teeth when you drink it.
