Of course toothpaste is not to be swallowed. It typically contains 0.24% sodium fluoride. As with most beneficial chemicals or minerals, overdoing it can be deadly because they are in essence poisons. Try living without iron. You can't. On the flip side, take 50 iron pills and you're in trouble.

Keep in mind that we are typically talking 1 ppm sodium fluoride ion in municipal water supplies. Simple water filtration devices (even a cheap PUR water filter) removes the fluoride. Those who are that paranoid should be using a filter anyway.

As for not putting anything in the water, what about chlorine? It would be a matter of weeks before the entire water supply was non-potable.
