Here is how it works, Teens are 13 - 19.
Young teens would be the ones closer to 13, like 13,14,15, etc.. However anything under 18 is illegal, so "young teens" would never be describing legal content.
I am sure you know this though.

I have checked several of the sites that have "young teens" in their meta tags as listed on my search engines and I have yet to see any content that appears to be illegal so, yes, apparently some webmasters choose to use in their meta tags "young teens" to described what appears to be legal content and even content that clearly are not even teens.
I do not believe that meta tags are illegal, but content can be illegal, maybe I am wrong. I have an attorney friend researching the matter. Thus far no one on the board has provided a link to a law that indicates meta tags can be illegal, and/or that I am legally responsible for other webmasters use of meta tags. I have filters that are supposed to filter out illegal sites, such as child porn, scat, rape, torture, etc.
