Let me give you an example:
If I assault somebody in Vancouver, they don't launch a civil lawsuit against me. Instead, I am charged criminally, and the victim has to apply to the "Victims of Crime Fund" who makes a payout based on real damage, loss of work etc. No punative amount is entered. This fund is funded by a "tax" on all judgments, including parking tickets.
You won't find that in the USA.

Canadians don't sue as much as americans do from what I've seen/read, or at least not for every little thing or injury
If a dog bit me , or even my kid .. he'd have to do MAJOR damage before I'd sue. ( like rip an arm, leg or face off )
I really think the issue is damage but like I said , my kids will tear the place apart a lot faster than a dog will
