You won't get a multi million dollar judgment against you for a dog bite, no. Maybe if your dog kills somebody. Tort laws are totally different.

Let me give you an example:

If I assault somebody in Vancouver, they don't launch a civil lawsuit against me. Instead, I am charged criminally, and the victim has to apply to the "Victims of Crime Fund" who makes a payout based on real damage, loss of work etc. No punative amount is entered. This fund is funded by a "tax" on all judgments, including traffic tickets.

You won't find that in the USA.
