If anyone is interested I've developed a site with wich AdSense arbitrage is possible again.

Avg conversion: 50/75%
Low prices in Google AdWords for the past 2 months (one minor issue wich is being solved, about trademark terms)
High PPC in Google AdSense (as it seems no penalties, PPC up to $1 per click).
