I mean, I understand it's because breasts are objects of sexual lust, but......
I'd think breasts would become less of an object of sexual lust if they were openly displayed, and not something hidden away all of the time.
Hell, in some countries a bare ankle or wrist on a women is an object of lust, as they're always covered in public.
