It's never a good idea to hit your dog (or cat, I suppose) anywhere on his torso, legs or hind quarters. A "spank" in the usual sense, on a dog's butt, really doesn't do much anyway as far as getting your intended message across, but it can injure the pet if too much force is used. (aka: abuse)
I firmly believe it's better to use a combination of stern tone of voice and when needed, a light tap on their nose. It's a harmless yet effective way to drive home a point with the animal, and they just plain don't like it, thus they get the hint pretty quick.
Being consistent with the disipline is the other element vital to the equation. No sense letting something slide five times and then decide on the sixth time to get off your lazy ass and kick the crap out of your pet.
