Basically, the condom has a numbing cream in it, which is suppose to desensitize the head of the penis and prolong sexual relations.
However, this only works if your "trigger" is purely physical and not mental. It also doesn't help if your trigger point is the movement on the shaft rather than the head (common for circumsized guys, apparently), unless you rub the cream all over, which would sort of make having sex a bit pointless if you can't feel it.
