Running a background check might not always work - you could have someone who's never been caught being a crook or someone who's changed their entire life around. And former employers can (should) only say so much so more than likely you're always going to get a good recommendation from them.

Best thing to do is hire them with a probationary period. 30-45 days and watch them like a hawk.
