Sure.. SegPay are an IPSP operating in the EU and there would most likely be a problem re cross-border trading as far as card companies are concerned unless there is a business entity formed within the EU. It's much the same with eg Euro or Canadian folks working with IPSP's in the US - they need a corp based in the US (plus a few addition measures, such as a resident principal down to "visa fees", - which are not applicable in all other banking regions).
If you have an interest in forming a corp in another banking region it is prob possible to work with TPP's in that region. The EU is an obvious good location, and, as far as webmaster security is concerned, people like SegPay operate under a business model where consideration has been given to the protection of client (webmaster) funds. The EU is the only banking region where this degree of processor security exists.
