Precisely, that's why you'll see plenty of sponsors unknowingly let their "free hosted" files being hotlinked, even if they're used for other promotion purposes. Content theft is very close to bandwidth theft ; at least about content theft, things happen, but about bandwidth theft (which is theft of services), not yet.

I realize they are busy running a business, but what kind of business is it to actively/passively pay cheaters/hotlinkers/spammers ?

No worries, i DO my homework, but most don't which is the problem, or sponsors don't seem (as also Juge could state) to react on single requests. Without team effort, no big change ; it's as simple as that.
