CCBill does not offer this facility, but a few others have an option of using the "money basket" and signup pages in dollars, euros, GBP. Been using this for a few years now and agree, there is no detrimental difference in sales.
Reminds me.. the dollar sign up pages need to be increased in value to reflect the recent lowering of the dollar
