Umm, that is "nation" small N, in the same way that the eskimos and indians are a "nation", small N, not a seperate Nation, country, whatever.
More importantly, a nation (small n) without the unified country of Canada. A certain amount of uniqueness because of history, language, and other issues, but part of a larger whole and not seperate or outside of the whole.
Done correctly, this should pretty much make the seperation issue a non-issue for the next few years.
