The main problem is that it never stays below 32 for long. What usually happens is rain/sleet/snow/ice at night and in the morning, then it thaws during the day. Then freezes again at night so then you have these nice sheets of ice on the roads - not snow.
Add that to the fact that the Atlanta metro area has the worse drivers in the world, and it's a recipe for disaster
