Blackhat SEO could be onpage (cloaking, etc.) and offpage (spam links).
PR is depending on quantity/quality/PR on inbound links.
You are not in charge of inbound links to your pages.

Mean: Blackhat could improve your PR by spam inbound links, PR goes up (which doesn't mean your search engine results position goes up), but that doesn't bring banning only because of this. spam links = useless!
(someone can provide tons of spam links to your site, and that doesn't mean you are in charge of them.)
you could get a ban if you produce onpage spam (repeat some keyword 1,000 times on a single page) and if you link to a banned site.
