I think it was meant to give us flexibility as Kennedy also has a physical education program going on at the same time.

By the time my kids got into elementary schools these nuke drills became earthquake drills, which made a little more sense.

If you had ever seen one of the films showing an A-bomb test you would certainly understand the futility of hiding under a wood desk . . . unless it was just meant as kindling.
