That's the whole point Will... Why should they let YOU target those sites when they already do themselves and pocket 100% of the money?
If you ABSOLUTELY want to target them, there are plenty of other adware applications out there that will gladly allow you to do so. You might even get MORE than 20 million infected surfers.
