Keep a bag of dogfood somewhere safe / hidden / locked up for your dogs.
Dump liquid poison all over the other open bag. You'll know she's stealing if she comes in one day telling you about how her dogs died.
Then again I am a sick asshole that is most certainly going to hell, so that solution may not work for you.
